With reference to paragraph 4 of Sir R. E.
Stubbs' Confidential despatch of the 11th March, I have the
honour to inform you that I have recently had under consider.
-ation the improvement of the organization of the Detective
Sub-Department of the Police Force in this Colony.
2.
I am of the opinion that this Sub-Department
should now be put in charge of a Police Officer of the rank of Deputy Superintendent, who should devote his whole time to the work, and in order to secure the due performance of
the duties which this officer would ordinarily perform,
I recommend the appointment of Chief Inspector James Kerr as Assistant Superintendent of Police, Supermerary, with effect from the 1st August, 1922, at a salary of £650 to
£800 by £50 annually.

Mr. Kerr, who is now 52 years of age, joined
the Police Force as a constable in 1890, and has held his
present post since 1915. I enclose for your information a copy of his record, and I have no hesitation in saying that he is eminently fitted to perform the duties of an Assistant Superintendent of Police. It is moreover probable that this special promotion, the first of its kind, will prove an incentive to other members of the Force.
